摘　　要：近年来,湖北以农业供给侧结构性改革为抓手,着力打基础、补短板、调结构、转方式、抓创新、促改革,农业农村发展取得显著成效。当前,我国经济已由高速增长阶段转向高质量发展阶段,湖北农村经济发展既具备新的机遇、也面临新的挑战。要以党的十九大和湖北省第十一次党代会精神为指导,全面贯彻新发展理念,大力实施省政府提出的十大农业"千亿工程"。要以供给侧结构性改革为抓手,通过创建全社会支农扶农新机制、创建农业科技服务新机制、大力倡导"共享经济"理念、引导规范社会资本进入农业、着力抓好地域性品牌建设、总结"三乡工程"经验、深入推进农村改革、创新行政服务方式等手段,大力实施湖北省"十三五"农业发展规划,实现湖北农业跨越式发展。During recent years, Hubei province has taken the structural reform of the agricultural supply side as the starting point, and focused on consolidating the foundation, supplementing the weak points, adjusting the structure,changing the mode, grasping innovations and promoting reforms. As a result, all the above measures have helped to achieve remarkable results in the development of agriculture and rural areas. At present, China＇s economy has been shifted from a high-speed growth stage to a high-quality development stage. The rural economic development of Hubei faces both new opportunities and new challenges. We must take the spirit of the 19 th National Congress of CPC and the 11 th CPC Hubei Provincial Congress as the guide, fully implement the new development concept, and vigorously implement the ten major agricultural ＂100-billion Yuan projects＂ proposed by the Hubei provincial government. We must take the structural reform on the supply side as the starting point, create a new mechanism for supporting agriculture in the whole society, create a new service system for agricultural science and technology,vigorously promote the concept of ＂ shared economy＂, conduct and regulate the social capital entering into agriculture, and focus on regional brands creating. Moreover, we shall summarize the experience in the＂ Three-agricultural Projects＂, further promote rural reforms, and innovate administrative services, and vigorously implement the＂ 13 th Five-Year＂ agricultural development plan of Hubei Province, thus to realize the leap-forward agriculture development of Hubei province.
