摘　　要：加快推进农业农村现代化,愈来愈成为国家发展的关键环节。政府职能与村民自治关乎农业农村现代化的两个基本要素。科学构建良性博弈关系是走好中国特色社会主义新农村建设道路的关键。湖北省恩施州黄金洞乡麻柳溪村村民自治实践证明,地方政府、村委会与当地村民在新农村建设中如何科学规划、筹资、管理,同时处理好三者关系,是推进新农村建设、构建良性博弈关系的几个重要环节。Speeding up the modernization of agriculture and rural areas has become a key link in the development of the country. Government functions and villagers＇ self-government are related to the two basic elements of agricultural and rural modernization.Building up a scientific and healthy game relationship for the two factors is the key to develop well on the road of the new socialist countryside construction with Chinese characteristics. The practice of villagers＇ self-governance in Maliuxi Village, Huangjindong Township, Enshi Prefecture, Hubei Province proves that how local governments,village committees and local villagers plan,raise funds,and manage resources in the process of building a new socialist countryside, and well handle the relationship among is surely the theoretical and practical basis for the promoting of the construction of new countryside and the building of a benign game relationship.
