国家高新区产业集群创新生态能力评价研究

摘　　要：集群无论是要素还是结构上都具有自然生态系统的特征,目前基于资源观的集群创新能力评价研究难以解析集群不同主体间通过协同走向创新生态的本质问题。本文运用生态学理论,依据集群创新生态链属性要求,构建出由以产业链和知识链融合协同为内核的集群创新主体系统、创新环境和创新产出所组成的高技术产业集群创新生态能力综合评价指标体系,采用因子分析法对选取的56个国家高新区代表进行实证评价,探析出影响高新区集群创新生态能力生成的集群产业创新种群结构效能度、集群知识创新群落协同度、集群开放持续创新度和集群创新链群合作度四个关键生态因子,发现高新区普遍创新生态能力不强,且在创新生态因子上存在发展不均衡现象,据此制定出打造创新生态型高新区的针对性政策建议。Cluster innovation is essentially a process in which heterogeneous knowledge of different subjects is integrated into a correlated structure.Current research on the evaluation of cluster innovation ability mainly adopts the input-output approach of innovation resources,which is hard to analyses the root problems of different subjects achieving innovative ecology through synergy.In either elements or structure,the cluster contains ecological characteristics.Based on the ecosystem theory and connotation of ecological chain of cluster innovation,this paper constructs a comprehensive evaluation index system of ecological ability coordinated with industrial clusters and knowledge clusters as the core.The system is constructed comprehensively by structure,relationships,openness and output,which synergizes the subjective ecosystem,innovation environment and innovation output in hi-tech industries.This paper adopts factor analysis method,selects 56 national high-tech zones in China as the empirical evaluation sample,aims to find out the four key ecological factors—structural performance of innovation population,synergy of knowledge innovation community,continuous innovation,the degree of innovation chain cooperation,we find that the innovation ability of national high-tech zones is low,and national high-tech zones exist unbalance phenomenon in ecological factors developing.So we draw up the policy suggestion on the construction of their innovation ecological hi-tech zones.
