摘  要:科技创新动力机制是由资源投入、主体结构、支撑要素、输出效率四个方面构成的具体程序与制度集合。建立了测度科技创新动力机制作用强度的指标体系,并利用熵值法分析了江苏科技创新动力机制作用强度演化趋势。计算结果显示,对江苏科技创新动力机制作用强度影响最大的是主体结构和输出效率,其次为资源投入和演变路径,最后是支撑要素和产学研合作。但是,由于存在体制离散、利益博弈、路径依赖、迎合创新等原因,江苏构建的科技创新动力机制作用强度呈现出弱化的特征事实。为了解决这一现实问题,提出江苏应构建以主体结构、激励系统、支撑系统、资源配置、输出保障为基本要素的新型科技创新动力机制。The dynamic mechanism for scientific and technological innovation is a combination of specific programs and institutions constructed by four aspects,that is,resource input,main structure,supporting elements and output efficiency. This paper establishes an index system to measure the strength of the dynamic mechanism for scientific and technological innovation,and makes use of the entropy method to analyze the evolution trend of the strength of the dynamic mechanism for scientific and technological innovation in Jiangsu. The measurement results show that the main structure and output efficiency have the greatest impact on the strength of the dynamic mechanism for scientific and technological innovation in Jiangsu,resource input and evolution path having the second largest impact,then supporting elements and cooperation between production,education and research. However,because of existing problems such as institutional dispersion,game of interests,path dependence,and catering to innovation,the strength of the dynamic mechanism for scientific and technological innovation in Jiangsu shows a weakened feature. To cope with this practical problem,this paper proposes that Jiangsu should build a new type of dynamic mechanism for scientific and technological innovation with the mains structure,incentive system,supporting system,resource allocation and output guarantee being the basic elements.
