农业科研单位政府采购存在的问题及对策研究

摘　　要：分析了农业科研单位政府采购工作的特征及存在的问题,并提出了实施归口管理;合理设岗,强化权责对应;实行分级授权,推动政府采购科学决策;优化政府采购流程,实现重点管控;加强政府采购成果的考核与验收等建议。The characteristics and existing problems in government procurement of agricultural research institutes were analyzed, and countermeasures were put forward as following ： implementing the centralized management; setting up post reasonably, to strengthen correspondence between power and responsibility; implementing a hierarchical authorization, to promote scientific decision of government procurement; optimizing the process of government procurement, to realize a key management and control; strengthening the inspection and acceptance of government procurement work and so on.
