摘  要:以垃圾渗滤液处理项目为例,对新兴行业领域CDM项目开发的核心问题进行了实证分析。结果表明,垃圾渗滤液厌氧处理并回收利用甲烷具有双重CDM特性,项目能获得CDM核证的减排量收入,可以申请成为CDM项目。经核算,拟议项目CODe减排量可达16 157.1 t/a,碳汇收入将达到1.18×106元/a,运行费用由原来的30.6元/m^3降至14.0元/m^3,可取得经济、社会、环境三重效益,具有良好的发展前景。但该类项目的开发也存在方法学、审批、注册、CERs量与价格波动等潜在风险。Taking waste leachate treatment as an example, the core problem in CDM project of new industry field is studied in this paper. The results show that anaerobic treatment of leachate and recovery of CH4 have dual characteristics of clean development mechanism, the certified emission reductions (CERs) can be achieved by the leachate treatment plant, and it can be applied to be a CDM project. Based on the preliminary calculation, the total greenhouse gas emission reduction reaches 16 157.1 t/a and carbon sink income will be ¥ 1.18 ¥ 106/a. Furthermore, the operation cost of the project will be reduced to 14.0/m^3 from ¥ 30.6/m^3 , the good social, economic and ecological benefits can be obtained and so it will have a good prospect. However, there are still some potential risks dur ing the CDM project development, such as the uncertainty of the methodology, registration, price fluctuation of CERs ad so on.
