情报运筹与调控及其在中国国家情报领域国际化中的应用

摘　　要：[目的/意义]情报运筹是情报科学(Intelligence Science)的核心概念之一,主要解决情报力量的部署和运作问题,是中国国家情报力量国际化过程中极为重要的方法策略。[方法/过程]以认知对抗理论和系统控制理论为指导,在情报运筹构成关系基础上,构建了以系统调控为核心的运筹模型及其策略方法,并研究了中国国家情报领域国际化在世界安全秩序中的形势和对策。[结果/结论]情报运筹重在系统调控,中国国家情报力量的国际化需要在情报地缘布局框架基础上,设定冲突抑制区、冲突激励区和冲突交锋区,并构筑与大国地位相称的国际情报与安全治理网络等情报基础设施,通过信息调查、智库研究、国际传播、经贸往来等运筹活动,积极抑制冲突或调节国际安全形势,实现反包围战略。[Purpose/Significance]Intelligence Operation is one of the core concepts of Intelligence Science.It mainly solves the problem of deployment and operation of intelligence force,and is a very important strategy in the internationalization of Chinese national intelligence.[Method/Process]Guided by cognitive conflict theory and system control theory,this paper studies the relationship of the intelligence departments,constructs an operational model and strategy method,and studies the strategic defects and internationalization countermeasures of Chinese national intelligence in the world security order.[Result/Conclusion]The key of intelligence operation is system control.By expanding the intelligence geopolitical framework model,it is found that the internationalization of China＇s national intelligence forces need to build a networking system based on think tanks and communication,thus to break the encirclement and harvest a strong intelligence and security governance system.
