特色小镇建设背景下乡镇工业园区转型研究——以天津市滨海新区中塘特色小镇为例

摘　　要：针对乡镇工业园区发展面临的问题,分析了特色小镇建设背景下区域转型的目标和策略,结合天津市滨海新区中塘特色小镇规划,提出了产业升级、空间融合与环境塑造等发展策略,以及特色小镇建设的实施路径与政策支持等保障机制。Focusing on the problems of the development of town-governed industrial parks,the article analyzes the objectives and strategies for the transformation of such areas in the background of characteristic town construction.Then,three strategies,namely,industrial upgradation,spatial integration and environmental construction,were discussed by taking Zhongtang Characteristic Town,Binhai New Area of Tianjin as an Example.Additionally,suggestions on governance and policy making were proposed to guarantee the implementation of such projects.
