摘　　要：目的利用统计报告数据配合季度督导对数据真实性的核查,对基本公共卫生服务工作现状进行星级评估,提高考核效率,实施针对性督导,促进基本公共卫生服务水平提升。方法根据荆州市所辖县区每季度上报的基本公共卫生均等化报表,按照基本公共卫生服务工作的质量和数量指标,选取15个考核指标,制定统一的等级标准,对每个考核指标按等级进行分类,分别赋于星级分值,开展等级评估及等级参数评估,综合评定星级水平,进行综合排序。结果星级评估结果显示:乡镇卫生院平均星级得分44.64±11.13分,社区卫生服务中心(站)平均星级得分34.50±13.48分,乡镇卫生院平均星级得分高于社区卫生服务中心(站),二者间比较差异具有显著性统计学意义(t=4.029 6,P<0.01),县级平均星级得分情况与等级参数综合排序结果与现场考核情况一致,单项考核指标星级评估显示65岁以上老年人健康管理星级得分最低。结论采用星级评估方法,可方便快捷地评估基本公共卫生服务质量和水平,能极大地提高考核工作效率;根据星级评估结果,实施针对性督导,及时采取措施,有效促进基本公共卫生服务水平提升。Objective To use the statistical reporting data and checking the facticity of data per seasonally councilor,we could carry out the performance star-level assessment on the basic public health services, for improving the assessment efficiency and implementing the targeted councilor and promoting the level of the basic public health services. Methods Based on the seasonally statements of the basic public health services from the counties in Jingzhou, we choose 15 assessment indexes according to the quality and quantity of the basic public health services, and we made the unified grade standard. Then we classified the whole assessment indexes according to the grades and assigned value on every indexes. We developed the grades and the parameter assessment, and ranked the item units by assessing the star-level synthetically. Results The result of star-level assessment shows that the average star-level score of the rural health centers is 44. 64 ±11.13 while the community health service centers score 34. 50 ±13.48. The average star-level score of the rural health centers is higher than the community health service centers （ station）, there is a significant difference between them. （ t = 4. 029 6,P 〈 0. 01 ）. It＇s consistent between the average star-level score and the synthetical ranking result of the grades parameter in counties with our evaluation on the spot . The star-level assessment of single evaluation index shows that the score of the health management in the populations who are aged more than 65 years is the lowest. Conclusion By using the star-level assessment,it can conveniently and quickly reflect the the quality and quantity of the basic public health services, and greatly improve the assessment efficiency . According to the results of the star-level assessment, we can implement the targeted councilor and take the effective measures and promoting the level of the basic public health services.
