摘　　要：根据世界自然保护联盟颁布的自然保护地分类标准,结合中国和湖南省自然保护地、国家公园试点建设的现状,提出了建立以3大类别、5大类型的以国家公园为主体的自然保护地类型标准。通过分析当前自然保护地建设过程中存在区域布局、管理机制、基础工作、保护与利用、产权权属、法制体系和投入等7个方面存在的问题,提出了优化构建以国家公园为主体的自然保护地体系、组建省级层面保护地统一管理机构、推动国家公园和自然保护地法的立法进程、科学编制湖南省国家公园发展规划、强化保护地自然资源统一确权登记、全力推进南山国家公园试点建设、科学规划湖南省国家公园布局的建议,以保护湖南"一湖四水三山"(即洞庭湖,湘江、资江、沅江、澧江四水,武陵、罗霄、南岭三个山脉)的湿地和森林生态系统原真性、系统性为核心,拟建6个国家公园。Based on the category of protected area proposed by IUCN,taking into consideration of the reality of the protected area system and ongoing pilot demonstration of establishment of a national park in Hunan Province and China,the system of protected area was recommended in this paper, which includes three categories and five types. The problems of seven aspects existed were analyzed concerning management system, infrastructure,protection and utilization, ownership of property, legislation and financial input. Furthermore, recommendations were made on improvement of the nature protected area in Hunan Province,including optimization of the system of the nature protected areas taking the national parks as the main body, establishment of unified provincial administration organization, advancement of legislation on the national parks and protected area individually,scientifically formulation of provincial plan of national parks. Registration and identification of the property ownership of natural resources, full promotion of establishment of the Nanshan National Park, geographical layout of the national parks. Finally, six national parks were proposed to be established, safeguarding the naturalism and systemization of the forest and wetland ecosystems taking One Lake（Dongting Lake）,Four Rivers（Xiangjiang River,Zi River,Yuan River and Li River） and Three Mountains（Wuling Mountains,Luoxiao Mountains and Nanling Mountains） as core.
