摘　　要：海洋是高质量发展的战略要地,已成为国家经济可持续发展新的支撑点。合理开发利用海洋亟须要创新体制机制,适应国内外形势的新变化。本文从海洋政策法规体系、海洋综合管理体制和海洋开发利用机制建设3个方面系统分析了发达国家在开发利用海洋过程中实施的体制机制实践,指出构建政策层次高、内容较全面、政策过程运行良好的政策法规体系,建立全国统一高级别的协调与管理机构,完善人才、科技创新、生态环境、对外合作等体制机制对中国加快建设海洋强国具有重要的现实意义。Ocean is a strategic place for high quality development,and has become a new support point for the sustainable development of the national economy.Reasonable developments and utilization of the ocean require innovative institutional mechanisms to adapt to new changes in domestic and international situations.This article systematically analyzes the implementation of institutional mechanisms during the development and utilization of the ocean in developed countries from marine policy system,integrated marine management system and mechanism construction,and analyzes the beneficial experiences.To build a policy system with a high level of policy,comprehensive content,and a well-functioning policy process,to establish a unified national high-level coordination and decision-making body,as well as to improve institutional mechanisms such as human resources,scientific and technological innovation,ecological environment,and foreign cooperation,are of great practical significance for China to speed up the construction of"powerful nation of oceans".
