摘 要:随着电力市场的逐渐开放,用户侧响应成为一种新的力量影响系统的旋转备用计划。在考虑发电侧旋转备用容量成本和能量成本、失负荷损失和弃风损失的基础上,融入分时电价和可中断负荷,将可中断负荷惩罚成本纳入到目标函数中。建立以期望旋转备用效益最大为目标的含风电电力系统旋转备用效益模型,同时采用条件风险价值评估系统损失的风险。采用粒子群优化算法进行求解,分析分时电价和可中断负荷对旋转备用效益、风险和发电侧旋转备用的影响。仿真结果表明,所提模型有效提高了旋转备用效益,降低了发电侧旋转备用成本和系统损失的风险。With the gradual opening of the electricity market,the demand response becomes a new force to affect the spinning reserve plan of power generation.Not only the capacity and energy cost of system spinning reserve,the loss of load loss and the wind curtailment are considered,but also the time-of-use price and the interruptible load are taken into account to add the penalty cost of interruptible load into the objective function.In order to maximize the expected spinning reverse efficiency of power system,a spinning reserve benefit model containing wind power is established.In addition,Particle Swarm Optimization(PSO)algorithm is utilized to obtain the solution.An analysis is followed from the perspective of benefits,risks and spinning reverse backup of power system spinning reverse to study the impact of time-of-use electricity price and interruptible load.The simulation result shows that the proposed model can effectively improve spinning reserve benefit and reduce the spinning reserve cost and risk of system loss on power generation side.
