摘　　要：在我国旅游业改革创新的时代背景下,运用对比研究与实地调研等研究方法,解析公共管理相关理论并加以合理使用;按照决策、管理、监管与考评"四位一体"战略部署,深化县级旅游行政管理体制及配套机制改革,切实改变旅游系统原来那种"小马拉大车"的不利局面,尽快促成综合产业综合抓的有利体制环境,从而为新时代旅游产业的持续健康快速发展提供充足的制度供给。Under the background of China＇ s tourism reform and innovation,this paper analyzes the relevant theories of public management and uses them rationally,using the research methods of comparative study and field investigation. According to the principles of＂Four in One＂strategic plan,that is decision-making,management,supervision,and evaluation to deepen county-level tourism administration and supporting system reform,and it effectively change the tourist system that kind of ＂small horse-drawn cart＂,the unfavorable situation,as soon as possible to promote the favorable institutional environment of comprehensively grasping the comprehensive industrial,which is to provide ample system of supply for the new era of sustained,healthy and rapid development of tourism industry.
