摘　　要：ISM规则施行已有几个年头,笔者着重从船舶、公司、主管机关在执行本规则过程中所暴露出来的一些问题出发,提出如何从根本上解决这些问题,从而更有效地发挥ISMCode的效用。ISM Code has come into force for several years.Some problems has come out in the process that the ship,company and competent authorities carry out code.The countermeasures were presented about advances how to solve these problems completely in order to make full use of the efficiency of the ISM Code.
