摘　　要：全面推行河长制、实施湖长制是党中央、国务院对加强河湖管理保护作出的重大决策部署,是完善我国水治理体系、推进生态文明建设的重要制度创新。一河(湖)一档、一河(湖)一策是推行河长制、实施湖长制的重要基础和依据。梳理分析了一河(湖)一档台账、一河(湖)一策方案的定位、特点、核心内容和有关技术要求,并针对各地在方案编制过程中出现的一些主要问题提出了思路建议。The all-round pursuance of river and lake chief systems, as an important institutional innovation for water management and ecological civilization construction, is a significant strategic decision made by the Party Central Committee and the State Council. ＂one river（lake）, one file＂ and ＂one river（lake）, one file＂ are the fact foundation and enforcement basis for implementing river and lake chief systems. This paper has clarified the orientation and features of ＂one river（lake）, one file＂ and ＂one river（lake）, one file＂, as well as their core contents and technical requirements. Suggestions on the existing issues in preparation of implementation plans are put forward.
