公民媒体的民主性与透明性刍议--基于西方文化语境下媒介观的探讨

摘　　要：个人传播技术的进步与普及,使作为非专业传者的公众可以将自己拍摄的照片、制作的视频等内容直接上传至公民媒体网站。以此为出发点,对"阿拉伯之春"运动中的公民媒体参与(以及此政治事件发生后至今公民媒体在中东的发展变化)、墨西哥的"毒品博客"Blog Del Narco与独立媒体中心Indy Media等公民媒体情况进行分析。在此基础上,试图论证西方文化语境下的媒介观中,公民媒体的民主性与透明性及其相关影响因素。同时,因公民媒体给社会民主政治带来的挑战和风险,及其在民主、透明方面的本身不足,对于其是否能够成为一种更加民主和透明的媒体类型这一问题仍值得探讨。Technological advances, especially in the mobile phone industry, facilitating video uploads directly to citizen media websites, will increase the speed of eyewitness reporting.This essay examines some relevant examples, including Arab Spring, the blog del Narco in Mexico, Independent Media Centre（better known as Indy Media） and some other representatives. On this basis, the article tries to demonstrate the democracy and transparency of citizen media and its related factors in the context of western culture. In the meantime, owing to the challenges and risks of social democracy carried by citizen media, and to its own shortcomings in these two dimensions, the question that whether citizen media is a more democratic and transparent type of media is still worth discussing.
