摘 要:《青少年法治教育大纲》的核心在于培养青少年的法治观念和法治实践参与能力,从而培养社会主义合格公民。因此,它不仅是全面依法治国、加快建设法治国家的基础工程,也是适应中共十九大报告关于"提高全民族法治素养"战略要求的一项具有重大历史意义的法治启蒙工程。这就要求改变传统的公民教育模式,确立法治教育的重要地位,努力培养公民的民主法治理念、权利义务观念、民主参与能力和共同体伦理。为此,创新公民法治教育模式,探索多元共建的法治教育方式与路径,就显得重要而紧迫。The "Outline of the Law-related Education to Teenagers"aims at cultivating teenagers' concept of law and strengthening their abilities to participate in the practice of law,so that teenagers are cultivated to be qualified citizens of socialism. Therefore,it is not only a basic project for the country to"rule by law"comprehensively and accelerate the legal construction of the country,but also an enlightenment project of law with great historical significance that meets the strategic requirements of "raising the awareness of law in the whole nation"in the report of the 19 th National Congress of the CCP. It requires changing the traditional mode of civic education,identifying the important role of law education,and striving to raise people's awareness of concepts of democracy and law,rights and obligations,democratic participation and community ethics. Accordingly,it is important and urgent to innovate modes of law-related education and explore various approaches to develop law-related education.
