海南省慈善发展水平影响因素分析

摘　　要：改革开放以来,海南省慈善事业发展迅猛,然而,与其他省份相比,海南省慈善事业发展水平仍存在明显差距,为此,本文选取人均社会捐赠款物数额和基金会单位数两个指标来衡量慈善发展水平,对海南省慈善发展水平与全国的平均水平进行比较,通过实证分析发现第三产业占地区生产总值比重是影响海南省人均社会捐赠款物数额的显著因素,现有基金会单位数能满足当前海南省慈善事业发展的需要。因此本文建议,应当建立和完善慈善事业法律法规,放宽慈善组织准入限制,完善慈善文化宣传机制,推动海南省慈善事业长远发展。Since the reforming and opening up,Hainan charity has played a positive role on the factors of supporting the old,the handicaped,the lonely,the poor,and the disaster relieving,as well as developing rapidly on the organization network constructing,capital raising scale,legal system supporting,charitable entity constructing,charitable social impact. However,compared with other provinces,Hainan charitable development level still has a significant gap,the potential of philanthropy has not been fully activated into the reality of charitable donation.Therefore,this paper first compares the level of charity development in Hainan with the national average level,then empirically analyzes the relationship between Hainan province＇s charitable development level and economic as well as social development,exploring the influential factors of the level of charitable development,and finally puts forward some policy suggestions to promote the further development of Hainan ＇s charitable undertakings： establish and improve the laws and regulations of charity,relax the access restrictions of charity organizations,and improve the Propaganda Mechanism of charity culture.
