摘　　要：西沙群岛盛产鸟粪,民国时期日本商人与中国奸商勾结在西沙群岛疯狂开采鸟粪,何瑞年就是其中最具代表性的人物之一。同时,国内各种势力的博弈及监管不力造成了国家资源的严重流失,但这正成为中国政府在西沙群岛经营和管辖的铁证。通过日本史料阐明何瑞年与日本商人勾结的事实,还原当时的历史,也为西沙群岛是中国领土提供新的史料依据。The Xisha Islands are rich in guano. In the Republic of China,Japanese merchants collaborated with Chinese profiteers to extract guano in the Xisha Islands. He Ruinian was one of the most representative figures.At the same time,the game and supervision of various domestic forces caused a serious loss of national resources. However,this has become an irrefutable evidence for the Chinese government＇s operation and jurisdiction in the Xisha Islands. Through the fact expounded by Japanese historical data that He Ruinian colluded with a Japanese businessman,this paper restores the history of that period,providing a new historical basis for the Xisha Islands as China＇s territory.
