摘　　要："一带一路"战略是中国与沿线国家促进共同发展、实现共同繁荣的共赢之路。中国黑龙江省与俄罗斯远东地区正可以"一带一路"的战略为契机,实现各自的转型,并实现跨越式发展。为确保这一区域的稳定和安宁,中俄两国及黑龙江省与俄罗斯远东地区两地警方应加强合作,共同打击恐怖主义、跨国犯罪,强化社会面控制,推动警务改革等手段,为"一带一路"战略的实施打造可靠、安全、有序的发展环境。＂The Belt And One Road＂ strategy is a win-win way for China and countries along the belt and road to promote common development and realize common prosperity. Heilongjiang province of China and the Far East area of Russia are taking ＂ the Belt and Road＂ strategy as an opportunity to realize their respective transformation and leapfrogging development. In order to ensure the stable and peace of the region,both of the two countries should strengthen cooperation and jointly combat terrorism,transnational crimes,strengthen the social control,promote reform of police to create a reliable,safe and orderly development environment for the implementation of ＂ the Belt and Road＂ strategy.
