摘　　要：党的十九大对于新时代我国公安警务工作的发展方向、目标任务和发展策略具有全局性、根本性的引领作用。中国特色社会主义进入新时代和我国社会主要矛盾发生新变化,公安警务工作在价值取向、制度规则、组织体制、运行机制、战略思维、能力支撑等方面都面临着新的挑战。公安机关必须以习近平新时代中国特色社会主义思想为统领,牢牢把握习近平总书记提出的政法工作"四大属性"和公安队伍"四句话、十六字"总要求,切实以"政治首位、人民中心、管理精细、创新驱动"的理念来谋划开展新时代公安警务工作,构建起以政治建警为方向,以民本警务为模式,以集约运作、规范执法、信息科技、精厉警队为抓手,以法治、技术和力量为保障的具有鲜明中国特色的社会主义现代公安警务工作新体系。The 19 th national congress of the communist party of China（CPC） has an overall and fundamental leading role in the development direction, objective task and development strategy of police work in the new era. Socialism with Chinese characteristics in the new era and new changes in social principal contradictions of our country cause new challenges to police work in the rules of value orientation, system, organization system, operation mechanism, strategic thinking, and ability to support. Public security organs must be guided by Xi ＇s thoughts and firmly grasp general requirements of ＂4 properties＂ for political and legal work and ＂4 sentences, 16 characters＂ for police put forward by Xi.Policing work should be designed with the idea of politics first, people-centered, fine management and innovation-driven.The socialist modern policing work system with distinct Chinese characteristics should be constructed with political-oriented direction, people-oriented policing mode, grasps of intensive operation, standard law enforcement, information technology and capable police, and safeguard by the law, technology and force.
