国家自主创新示范区体制机制创新的国际借鉴

摘　　要：当前,在全球范围内兴起的科技革命和产业变革日益加速,科技创新在引领经济社会发展中的作用不断提升,我国政府推进国家自主创新示范区建设,通过体制机制创新打造创新示范区,占领创新高地。文章借鉴世界顶尖的高科技园区如日本筑波科技城、美国硅谷的成功经验,了解其相同的创新必要条件,希望由此推动我国国家自主创新示范区在创新文化培育、创新要素集聚与融合、创新投融资机制、创新专业服务制度、人才支撑体系与政府政策支持等方面体制机制创新。创新示范区能够起到良好的示范和带头作用,有助于促进我国实施创新驱动发展战略的实施,是创建创新性国家的重要保障。At present, the scientific and technological revolution and industrial transformation rising in the world are accelerating day- by day-, the role of scientific and technological innovation in leading econonfic and social development has been continuously enhanced, and the Chinese government has promoted the construction of national independent innovation demonstration zones. Through the institutional mechanism innovation, we/re to create innovation demonstration area, and grasp the innovation opportunities. Drawing on the successful experiences of the world/s top high-tech parks, such as Tsukuba Science and Technology- City- in Japan and Sili- con Valley in the United States, this paper analyzes the same necessa^y conditions for innovation. We hope to promote the cultiva- tion of innovation culture, agglomeration and integration of innovation elements, innovation investment and financing mechanism, in- novation professional service system, talent support system and government policy support in our national innovation demonstration zone. Innovation demonstration zones can play- a good role in demonstration and leadership, help to promote the implementation of innovation-driven development strategy in China, and are an important guarantee for the creation of innovative countries.
