香港教育资历架构体系运行机制的制度分析

摘　　要：香港资历架构经过十几年的酝酿和发展,已经形成了以"资历学分"为通用货币和以"学习成果"为认定基础的较成熟的可累积与转换的"学分银行"。从制度因素的视角出发,对香港资历架构的法制基础、政策内核、政策运行机制和质量保障体系进行系统分析可发现,立法先行的法律保障体系、内外互通的学分累积与转换制度、政府适度"嵌入"的多元参与协同运行机制以及内外结合的质量监控系统彼此适应,相互融合,共同推进香港资历架构政策的有效运行。For more than ten years of brewing and developing,the Qualifications Framework in Hongkong has formed a more mature"Credit Accumulation and Transfer system"taking"QF Credit"as the common currency and"Learning Outcomes"as the basis for identification. From the perspective of institutional factors,this paper systematically analyzes the legal basis,policy core,policy operating mechanism and Quality Assurance Mechanism underpinning the qualification framework in Hongkong. It is found that the legislation first to ensure the legal guarantee system,the Credit Accumulation and Transfer system for internal and external interworking,the multi-participatory cooperative operation mechanism with appropriate"embedded"by the government,and the internal and external Quality Assurance Mechanism jointly promote the effective operation of the qualifications framework policy in Hongkong.
