摘 要:国际科技合作与交流是当前世界科技发展呈现出的新特点和新规律,特别是随着研究活动趋向专业化、复杂化,国与国之间的合作研究越来越频繁。长期以来,日本建立了完整的科技计划体系,制定了国际科技合作政策,引导科研资助机构组织实施科技计划,以谋求科技领域的国际话语权。通过分析日本国际科技活动,发现日本在顶层设计、政策制定、合作方式、组织模式、人才培养等方面拥有先进的做法,这些对我国深化国际科技合作具有启示意义。International cooperation and exchanges in science and technology are the new characteristics of current word science and technology development. Especially as research activities tend to be specialized and complicated, the cooperation between countries and countries is becoming more and more frequent. For a long time, Japan has established a complete planning system of science and technology, formulated a policy of international cooperation in science and technology, and guided the funding institutions in science and technology to organize and implement the projects of science and technology, in order to seek discourse power in the field of science and technology. Through analyzing Japan’s international activities in science and technology, the author finds that Japan has advanced practices in the top design, policy formulation, cooperation mode, organizational mode, personnel training and so on, which is instructive to deepen our country’s international cooperation in science and technology.
