区域创新平台运行效率评价研究——以河北省为例

摘　　要：区域创新平台作为支撑创新活动的重要载体和核心力量,在区域科技与经济发展中发挥着重要的作用;对创新平台的运行效率做出科学、客观、有效的评价,是推动区域创新平台有效运行的关键.基于对区域创新平台运行机制的分析,构建了区域创新平台运行效率评价指标体系;并采用两阶段SE-SBM模型,以河北省为例进行了实证评价;最后根据科研开发与成果转化两阶段的评价结果分析,提出河北省区域创新平台运行效率提升的对策建议.Regional innovation platform as an important carrier and the core force of supporting innovation activities, plays an important role in regional technology and economic development. Making a scientific, objective, and effective evaluation for the operating efficiency of innovation platform is a key issue to promote the effective operation of regional innovation platform. Based on the analysis of operating mechanism of regional innovation platform, the paper proposes evaluation index system for operating efficiency of regional innovation platfoml. By using two-stage SE-SBM model, this paper makes an empirical evaluation of Hebei Province. Finally, according to analysis of the evaluation result of re- search-development-stage and aehievement-transfommtion-stage, the paper puts forward the countemleasures and sug- gestions for improving operating efficiency of regional innovation platfoml in Hebei Province.
