摘　　要：文章首先阐述了当前医疗联合体建设中存在的顶层设计、激励约束机制和患者支持等方面问题,针对这些问题对深圳罗湖、安徽天长和上海等试点城市的医疗联合体模式进行了分析。最后从加强顶层设计、加快医保支付方式改革、完善人事薪酬制度、加强双向转诊服务和强化信息技术支撑体系等方面提出对策。This article analyses the problems in establishment of a medical consortium in terms of top-level design, incentive and restraint mechanisms, and patient support as seen in pilot cities including Shenzhen, Tianchang（Anhui Province）, and Shanghai. Countermeasures were proposed to improve top-level design, speed up the reform of medical insurance payment system, optimize the personnel compensation system, strengthen two-way referral services, and enhance the information technology support system.
