摘 要:在当前以中长期交易为主的市场交易体系下设计合理有效的节能减排机制,推动电力市场化改革向更节能、更环保的方向发展是市场机制设计中应当解决的关键问题。针对此,首先分析了市场化环境下节能减排与市场竞争存在的内在矛盾;接着从外部成本内部化的视角出发对比了配额交易、碳排放交易、碳税、绿色证书交易等常见的节能减排市场机制;结合我国市场化改革的建设目标和实施现状,提出一种面向中长期市场的电量配额机制,即"Cap-and-Trade"机制,在兼容当前市场化交易机制整体框架的前提下,将节能减排的要求内嵌于市场交易机制中;最后以我国某省实际数据为基础构造算例验证该机制的实施效益。It is a key problem to be solved in designing the market mechanism to promote energy-saving and environmental protection development of market-oriented reform of the electric power market by designing a reasonable and effective ener- gy-saving and emission reduction mechanism under current market trade system focusing on medium-term and long-term trade. Therefore, this paper firstly analyzes internal contradictions between energy-saving and emission reduction and mar- ket competition under the market-oriented environment, then it compares several conventional energy-saving and emission reduction mechanisms including quota trade, carbon emission trade, carbon tax, green certificate trade, and so on from the point of internalization of external costs. Combining construction target and implementation situation of the market-oriented reform in our country, it proposes a kind of power quota mechanism for the medium-term and long-term market called "Cap- and-Trade" mechanism to embed requirements for energy-saving and emission reduction into the market trade mechanism in the premise of being in compatible with the overall framework of current market-oriented trade mechanism. Finally, on the basis of actual data of one province, it proves application efficiency of the mechanism.
