京津冀协同发展背景下阜平的发展对策分析

摘　　要：阜平是保定西部的山区县,在县域经济发展中存在区位条件、资源禀赋、人力资源等多方面的瓶颈。阜平为谋求发展,就需要突破这些瓶颈因素,在强化优势产业的同时,构建以自身为中心的城镇组团,发展成为保定西部的节点城市。为此阜平需要以有条件的村镇为依托,以阜平县城为中心构建"双环城镇组团",逐渐形成"×"形交通网络。首先将条件较好的村镇整合在一起,在此基础上得以疏通阜平与保定、石家庄、太原的联系。阜平丰富的旅游资源目前仍处于孤立发展态势,需要通过整合附近县级城市的旅游资源,在阜平的东部区域与周边县级中心地构建"//"格局的旅游链,并通过完善扇形交通体系打造"红色+绿色"的旅游名片。Fuping is a mountain county in western Baoding. It has many bottlenecks for the development of county economy, in terms of regional conditions, resources endowment, human resources etc.. In order to develop itself, Fuping needs to break through the bottlenecks, while strengthening the advantage industry, constructing the town-group centering on Fuping, developing itself into a node city in the western Baoding. So Fuping needs to construct ＂double loop town-groups＂ centering on Fuping, based on the villages and towns which have good conditions, gradually forms a ＂×＂ shape traffic network. Firstly integrating the villages and towns which have good conditions, on the basis of which dredging its connections with Baoding, Shijiazhuang and Taiyuan. Fuping is now still in the isolated development with its abundant tourism resources. It is necessary to integrate the tourism resources of the county cities nearby, to construct a ＂//＂ shape tourism chain in the eastern Fuping and the surrounding county centers. A the same time, a ＂red＋green＂ travel card can be made by perfecting a fan-shape traffic system.
