摘　　要：黄六鸿生活于明末至清顺、康间，举人出身，曾两任知县，政绩卓著，对地方行政有独到的见识和理解，《福惠全书》三十二卷是为结集之作。黄氏深受有着相似仕宦经历之伯父黄国琦及曾巡抚福建之岳父邹维琏的影响，恪守“以不忍人之心行不忍人之政”，以口述资料为主，编成《福惠全书》。该书是对地方行政的情况、阅历、经验和体会的记录，书中繁细的公文写作程式亦具实践指导意义，被誉为初仕者之金针。同时该书也是清初地方重要的社会经济实录资料。《福惠全书》在同类作品中独树一帜，翻刻本众多，存藏丰富，自初版以来即广为传播，影响远被日本等地。Fu Hui Quan Shu, "The Complete Book Concerning Happiness and Benevolence", was written by Huang Liuhong, a famous local magistrate. Huang lived in the late Ming and early Qing Dynasty. His life experience and administrative idea was deeply influenced by two people, his uncle Huang Guoqi and father-in-law Zou Weilian. He advocated to rule with pity and compassion. After retirement, Huang Liuhong completed the writing of Fu Hui Quan Shu, in which the social-economic status of the two counties he served and the experience of local administration were recorded in detail. This book was especially important for first-time officials and had a practical guiding value. It has many versions today,and is widely circulated in Japan.
