摘　　要：今年中央提出通过发行地方政府债券,合法合规举债融资,防范地方政府债务风险。美国市政债券市场经过200多年的发展,形成了一整套系统、严格的风险控制机制。本文从事前、事中、事后三个层面,全面梳理分析美国市政债市场风险防范机制建设经验,并对我国债券市场发展建设提出了具体建议和意见。The central government proposed to issue debt financing through lawful issuance of local government bonds and prevent local government debt risks this year. After more than 200 years of development, the municipal bond market in the United States has formed a set of systematic and strict risk control mechanisms. This article is engaged in three aspects, before,in the event and after the event, to analyze and analyze the experience of the construction of the risk prevention mechanism in the American municipal debt market, and to put forward some specific suggestions and suggestions on the development and construction of the bond market in China.
