摘　　要：我国历来重视社会经济与环境的综合协调发展,自1986年开始的可持续发展实验区建设取得显著成效,2016年又颁布了《中国落实2030年可持续发展议程创新示范区建设方案》,并把研究建立基于监测与评价结果的实验区激励与淘汰机制提到了重要位置。该研究基于4个国家可持续发展实验区的统计数据,采用情景分析的方法,筛选构建可持续发展评价指标体系。设计的6种区域发展情景包括商贸服务(西城区)、生态宜居(石景山区)、制造业(日照市)、物流服务(日照市)、科教创意(绍兴市)以及旅游文化(石景山区、绍兴市)。评估指标体系分为资源安全、社会发展、生态环境、经济效率和创新驱动5个领域、18个指标、45个变量。对4个实验区的评估结果表明:西城区和石景山区在经济效率和创新驱动方面具有显著优势,西城区在科教创意和商贸服务情景下发展较有优势,石景山区在生态宜居和旅游文化的定位下可持续发展能力有待提高;日照市在公共环境和经济效率指标上具有优势,在商贸物流发展定位下,可持续发展能力还需进一步提高;绍兴市在创新驱动指标上具有较为显著的优势,在旅游文化的发展定位下还需在公共环境、社会发展领域进行提升。通过情景设置和指标权重的赋予,有效地判断了评估对象的发展情况是否满足其区域发展定位,为创建科学规范有效的实验区和示范区评估工具提供了依据。由于该研究仅是实验性的评价,还需今后继续深入研究。China has always attached importance to the comprehensive and coordinated development of social economy and environment, and has achieved remarkable results in the construction of China national sustainable communities since 1986. In 2016, it also promulgated the ‘ China＇ s Implenmentation Plan for the 2030 Sustainable Development Agenda Innovation Demonstration areas＇ and put the establishment of an incentive and elimination meehanism in the experimental region based on the monitoring and evaluation results mentioned an important position. This study is based on statistical data of four China national sustainable communities, using scenario analysis methods to construct a sustainable development evaluation index system. The six kinds of regional development scenarios designed include commercial and trade services （Xicheng District）, ecological livable （Shijingshan District）, manufacturing （Rizhao City）, logistics services （Rizhao City）, science and education creativity （Shaoxing City）, and tourism culture （Shijingshan District and Shaoxing City）. The evaluation index system is divided into five areas： resource security, social development, ecological environment, economic efficiency, and innovation-driven, which includes 18 indicators and 45 variables. The evaluation results of 4 experimentation regions show that Xieheng District and Shijingshan District in Beijing City have significant advantages in economic efficiency and innovation drive. Under the development goal of trade logistics or cultural industry, the sustainable development ability of Xieheng District is strong. And the sustainable development ability of Shijingshan District in the orientation of ecological livability and tourism culture needs to be improved. Rizhao City has advantages in public environment and economic efficiency, and under the positioning of trade and logistics development, the capacity for sustainable development needs to be further improved.
