江苏省水产苗种产地检疫试点情况分析

摘　　要：江苏省于2017年3月开始启动水产苗种产地检疫试点工作。本文揭示了开展水产苗种检疫是落实依法行政,保障水产养殖生物安全,提高水产品质量安全和维护生产经营合法权益的切实需要,梳理了江苏省为有效开展检疫试点,在积极筹备规划、理顺管理机制、夯实队伍建设方面的主要做法,总结了取得的成效,包括理顺了国家部门规章与地方法规的衔接,突破了官方兽医制度建设的传统领域,建立了水生动物防疫"一体两翼"工作机制。提出了进一步提高对水生动物检疫工作重要性的认识,明确水产苗种产地检疫的责任主体,建立检疫工作体系的建议,以期为全国水生动物产地检疫工作的开展积累经验。In March 2017,Jiangsu Province started the pilot project of inspection and quarantine towards aquatic fingerlings at the place of origin. In this paper,it was pointed out that inspection and quarantine of aquatic fingerlings was the practical need for implementing the law-based administration,ensuring the biological safety of aquaculture industry,enhancing the quality and safety of aquatic products,as well as maintaining the legitimate rights and interests of production and operation. Then the main practices were sorted out in aspects of arranging and planing the project,rationalizing the management mechanism and consolidating the team building. And the achievements were summed up,including national and local rules and regulations were sorted out,the old tradition in official veterinary system construction was broken,and the work mechanism of“one body with two wings”in aquatic animal disease prevention was established. In order to accumulate experiences for carrying out such inspection and quarantine,some suggestions were also given,such as further deepening the understanding of the importance to aquatic animal quarantine,clearly defining the responsibility main body of inspection and quarantine,as well as establishing a work system for inspection and quarantine.
