河南省公立与民营社区卫生服务站三年发展比较分析

摘　　要：目的通过对河南省公立和民营社区卫生服务站在2012-2014年发展情况的分析,为河南省社会办医提供政策建议。方法利用Excel对河南省卫生信息统计中心关于公立与民营社区卫生服务站的统计数据进行描述性分析。结果民营社区卫生服务站的执业(助理)医师人数、注册护士人数、家庭卫生服务人次数、上级医院下转到社区卫生服务站病人人数的构成比方面呈现上升趋势,而公立社区卫生服务站则呈现下降趋势;民营社区卫生服务站在机构数、门急诊人次数、健康检查人次数、总服务人次数、上转到医院的人次数构成比方面呈下降趋势,而公立社区卫生服务站则呈现上升趋势。结论河南省民营社区卫生服务站发展基础情况较好,但其健康检查方面的优势在减弱,而在家庭卫生服务方面占有优势;两类社区卫生服务站服务效率均有待提高,而民营社区卫生服务站更需提高;公立社区卫生服务站是实施转诊的主要力量,但下转到民营社区卫生服务站病人在增多。Objective The policy recommendation was put forward by analyzing the development of public and private community health station（CHS）of Henan Province in 2012-2014.Methods Descriptive analysis was done using the relevant data from the Health Statistical Information Center of Henan Province by Excel.Results The percentages of the number of Physicians and Assistant Physician,the registered nurse,the family visits and the outpatients referred to the health station were in an increasing trend for the private CHS while the public CHS had an decreasing trend in these indicators;The percentages of the number of CHS,the outpatient and emergency visits,the total visits,the outpatients referred to the up-level hospital for the private CHS were in a decreasing trend while the public CHS had an increasing trend in these indicators.Conclusion The private CHS had a good base for the development in Henan Province,and its advantage of health examination was weakening while it had its advantage of family health service;The health service efficiency of two types of CHS need to be promoted,especially for the private CHS;The public CHS was the main departments to implement the two-way referral,but the number of the inpatients referred to the private CHS was increasing.
