摘  要:规范母乳代用品销售行为的关键是提高企业的依从性。自愿性的协议是母乳代用品销售管理中企业依从性较高的一种手段。从协议内容、协议监管程序、协议执行效果和趋势等方面对《澳大利亚婴儿配方产品销售:生产商与进口商协议》这一自愿行业协议进行梳理和分析,总结出4个经验:自愿、自律的行业协议受到企业的支持和配合;自愿性的协议与强制性的法律结合可以促进制度的顺利实施;独立的专门组织是协议执行的重要载体;及时更新、补充内容以保证协议的适用性十分必要。Industry compliance is key factor to regulating their behaviors in marketing of breast-milk substitutes.Voluntary agreement is a means with high industry compliance of breast-milk substitutes market regulation.This paper summarized and analyzed the contents,procedures,enforcement and trends of MAIF Agreement which was a voluntary,self-regulatory,code of conduct between manufactures and importers of infant formula in Australia,and proposed four suggestions:voluntary,self-regulatory agreement receives strong support and cooperation from relevant enterprises;the coordination function of voluntary agreement and mandatory laws promotes the implementation of regulatory system;an independent organization should be established to monitor compliance with the institutions;regulations should be updated timely to remain relevant to the modern marketing environment.
