对广东省高校贫困学生认定工作的调研及反思——广东外语外贸大学的案例研究

摘　　要：经过国家大力开展扶贫工作,困难户脱困取得较大成效。相对地,高校家庭经济困难学生的总体人数也在逐年下降。2017年广东省首次推行高校精准资助困难学生的认定工作,得到大部分学生的肯定和支持,但是出现的申请程序复杂、认定证明材料不清晰、认定指标分值不完善以及由此产生的一系列问题影响了困难学生申请的积极性。因此,修订认定指标体系,简化认定程序,注意公示方式,加大宣传力度,拓展资助渠道等是做好贫困认定的有效路径。As the number of poverty-stricken families decreased because of the vigorous efforts made by the central government in poverty alleviation, the number of students from families with financial difficulty has also dropped correspondingly. In 2017, Guangdong Province initiated its work procedure for taking targeted measures for poverty alleviation in higher education institutes by adopting a new system for identifying poverty-stricken students. The system has been praised and supported by many students. However, this system also had some problems to hamper students＇ enthusiasm for application, such as the complicated applying procedure, unclear evidential materials, and inefficient scoring scales. Therefore, it is necessary to improve the system, amending the verifying index system, simplifying the verification procedure, improving the notice system and expanding financing channels may be effective measures for building a well-performing verification system. These measures can identify students with financial difficulty.
