公务员工资的区域差异研究

摘　　要：采用中国大陆分地区分行业从业人员数量、平均工资和工资总额等数据,通过数据分析和空间自相关方法对2006至2015年中国大陆各省区公务员工资区域差异进行系统的研究,发现当前各省区公务员工资存在较大的差异,最高省份工资与最低省份工资的倍差在2.47-3.37之间,公务员工资制度改革均会使倍差显著缩小;公务员工资水平处在全行业中间水平,增长幅度基本与全行业平均增速保持一致;从空间分布上看,各省区公务员工资高水平集中在直辖市、沿海地区和西藏、青海两省区,而低水平地区则集中在东北地区和中部地区;从分布模式上看,各省区公务员工资空间分布模式接近随机分布模式。Based on the data of the number of employees, their average wage and the total wage of provinces in China, this paper systematically studies the regional differences of civil stow-ants＇ salaries in China's Mainland between 2006 and 2015 using data analysis and spatial autocorrela- tion method. It is found that there is a great difference between civil stow-ants＇ salaries of differ-ent provinces in China, and the spread between province with the highest wages and province with the minimum wages is between 2.47 - 3.37. The reform of the civil servants＇ wage system will make the spread significantly reduced. The wage level of civil stow-ants in our country is in the middle of the whole industry, and the growth rate is basically consistent with the average growth rate of the whole industry. From the perspective of spatial distribution, the areas with the highest salary level for civil stow-ants are concentrated in municipalities directly under the central government, coastal areas and Tibet and Qinghai provinces, while the areas with a lower level of salary are in northeastern and central regions. From the distribution pattern, the spatial distribu- tion pattern of civil stow-ants＇wages in various provinces of our country is close to the random dis- tribution pattern.
