农村新社区治理创新研究

摘　　要：三农问题是关系国计民生的根本性问题,十九大报告提出要实行乡村振兴战略,并对基层社区治理提出了新要求。但当前农村新社区治理仍存在一些问题,如官本位意识的不良影响、部分社区党组织功能弱化、部分社区自治流于形式、部分社区矛盾出现激化、行政执法存在利益化倾向等。针对创新农村新社区治理路径,提出提高村民自治意识、加强社区党组织建设、健全社区自治体系、推动建立"五社联动"治理模式、不断完善执法机制的对策。The problems of agriculture, rural areas and farmers are the fundamental issues relating to the national economy and the people livelihood. The report of the 19th National Congress of CPC proposed that the strategy of rural revitalization should be implemented, and put forward new requirements for grass-roots community governance. But there are still some problems existed in the governance of new rural community, such as the bad influence of consciousness of official rank standard, the weakening of some community organization of CPC, the formality of some community autonomy, the intensified conflicts in some communities, and the benefit-oriented enforcement of administrative law, etc. Aimed at the path innovation of new rural community governance, countermeasures are proposed of improving the consciousness of villager autonomy, enhancing the construction of community CPC organization, perfecting the autonomy system of community, promoting the construction of governance mode of ＂Five Aspect Linkage＂, and continuously perfecting the mechanism of law enforcement.
