合作治理框架下环境保护公众参与的有效性问题研究——以“嘉兴模式”为例

摘　　要：随着我国环境生态问题的日益加剧,依靠公众参 与提高环境治理绩效逐渐成为共识,但其真实效果往往受到 质疑.基于有效的公众参与意味着主体之间的良好合作,合作 绩效在某种程度上可以反映公众参与的有效性,本文以“嘉 兴模式”为例,在合作治理的框架下从制度情境、主体结构 和网络、协作机制、共识达成等方面,对环境公众参与合作的 过程进行考察,对其过程和绩效进行评价,提出通过授权、增 强社会主体的自组织能力以及制度保障机制等方式来改进环 境公众参与的有效性.With the increasing environmental and ecological problems in China,public participation has been recognized as a way to improve the performance of environmental governance. But, the real effect is often questionable. Effective public participation means good cooperation among the subjects,so the performance of cooperation can reflect the effectiveness of public participation to some extent of disfunction. Therefore the "Jiaxing model" becomes an example which the paper investigates the process of its cooperation under the framework of the cooperative governance, evaluates the process and results performance of environmental public participation from the institutional context, the suhjects structure and network, cooperation mechanism,consensus building and so on. At the end of the paper, we have proposed a measurment including authorization,enhancing social subject self organizing ability, and institutional guarantee.
