摘　　要：依据我国海域有偿使用制度实施以来的相关数据(2002-2017),从海洋经济和和海洋环境双重视角考察我国海域有偿利用实况,测度海域有偿利用对海洋经济的影响,探讨海域有偿利用以来海洋环境的变化情况,提出沿海地区海洋"经济—环境"综合考察思路,对国家及沿海地区海洋管理部门提出海域利用建议,为我国实现高效用海提供决策依据。According to the relevant actual data since the implementation of the paid use system in China＇s sea area（2002-2017）,from the double perspective of marine economy and marine environment,the realities of paid utilization of the sea area is investigated,the influence of paid utilization of the sea area on marine economy is measured,the change in the marine environment form paid utilization of sea area is analyzed,the idea of comprehensive investigation of marine economic and marine environment to coastal areas has been put forward,from the two aspects of the marine economy and the marine environment,the suggestions on the utilization of sea area for the maritime administration of China and coastal areas are proposed in this paper,the goal of the paper is to provide decision-making basis for China to realize efficient use of the sea.
