开放政府数据平台的地理空间元数据标准研究

摘　　要：地理空间数据是开放政府数据的最重要主体之一,实现对地理空间数据的发现、管理、质量控制以及增值利用在很大程度上取决于元数据标准。通过文献调研和国外开放政府数据平台中的经典地理空间元数据标准的调研发现,我国开放政府数据平台的地理空间元数据标准还不够成熟,缺乏描述规范、实用详实的元数据标准,数据开放流于形式。我国应借鉴国外相关经验,高度重视地理信息的开放,同时将地理空间元数据标准作为专业化的标准纳入到国家政府数据开放平台中,还应当依据国情注重地理空间元数据标准的功能开发。Geospatial data is one of the most important parts of open government data. The discovery, management, quality control, and value-added exploitation of geospatial data largely depend on metadata standards. Through literature research and survey on classic geospatial metadata standards of open government data platforms abroad, it found that geospatial metadata standard of open government data platform in China is not mature enough, and it lacks practical matadata standard with specified description. We should draw lessons from foreign experience, and attach great importance to open geographical information. Geospatial metadata standard should be incorporated into open government data platform as a professional standard, and the function of geospatial metadata standard should be developed particularly according to national conditions.
