摘　　要：在大众化、散客化旅游大发展阶段,在诸如信息服务和交通运输服务等旅游服务领域的公共安全隐患也越来越多;在自主性和灵活性高的新兴旅游业态,这些隐患尤为突出。鉴于现阶段旅游者更加注重旅游的品质性和安全性,地方政府在进行"旅游条例"等相关法律修订时,应完善旅游公共服务,强化旅游安全管理等条例,切实做到保护旅游者的合法权利,创造良好的旅游环境。As tourism has boomed in both popular and individual styles, in such tourist services as information and transportation, pitfalls in public safety is becoming more and more; especially in the emerging tourism industry with high autonomy and flexibility, the hidden troubles are taking shape. In view of more attention from tourists to the quality and safety of tourism, the local government should improve tourism public services and strengthen enforcement of regulations on tourism safety management and others when revising relevant laws on tourism so as to effectively protect the legitimate rights of tourists and create a good environment for tourism.
