丝绸之路经济带新疆生态旅游业发展探析

摘　　要：丝绸之路经济带的建设为新疆经济发展提供了良好的政策支持和战略机遇,以丝绸之路经济带建设为契机,促进新疆生态旅游业的快速发展成为新疆经济发展的重要战略选择。本文首先介绍了丝绸之路经济带对新疆生态旅游业发展的战略意义和战略优势,国家的丝绸之路经济带政策、新疆旅游业发展的内在需求及新疆生态旅游业独特的资源优势,形成了新疆生态旅游业发展内在动力和战略优势。在此基础上,着重分析了新疆发展生态旅游业面临的现实问题和困境,分析发现丝绸之路经济带在助推新疆旅游产业发展中,与当地少数民族传统生产生活方式及旅游区薄弱的基础设施难以有效对接和链接,影响了丝绸之路经济带政策的作用和效果,而竞合机制的缺失更是影响丝绸之路沿线旅游景区的高度合作和旅游资源的整合。文章认为必须高度重视生态旅游规划和旅游基础设施建设,特别要积极引导少数民族农牧民参与生态旅游业的建设,并利用新疆交通大建设的机遇建立丝绸之路经济带互联互通的旅游交通网。同时,要加强丝绸之路经济带沿线国家和地区旅游合作,提高新疆旅游产品的国内外知名度与竞争力。Xinjiang has a distinctive ethnic and folk culture and rich natural resources. It has great potential for tourism development, but its eco-tourism resources and industries have not been fully exploited and developed due to the low level of economic development and the lag of infrastructure construction. The construction of the Silk Road Economic Belt provides strong policy support and strategic opportunity for the development of eco-tourism resources in Xinjiang. This paper analyzed the advantages and disadvantages of the Silk Road Economic Belt to promote the development of coo-tourism in Xinjiang in order to explore the ways and countermeasures to promote the efficient ex- ploitation of eco-tourism resources in Xinjiang through the establishment of the Silk Road Economic Belt. This paper established a dynamic analysis system to promote the development of eco-tourism in Xinjiang through the establish- ment of the Silk Road Economic Belt, analyzed the favorable factors for promoting the exploitation of eco-tourism re- sources in Xinjiang from the aspects of external power, internal tension and competitive-cooperative forces and main- ly analyzed the dilemma of promoting the development of eco-tourism in Xinjiang. Based on the analysis, it is found that the Silk Road Economic Belt is difficult to form effective connection and link with the local traditional produc- tion and life style and the poor infrastructure of tourist area in the process of promoting the development of tourism industry in Xinjiang,thus affecting the role and effect of the Silk Road Economic Belt policy,while the lack of com- petitive-cooperative mechanism has more influence on the high-level cooperation of the tourist attractions along the Silk Road and the integration of tourism resources. On this basis, taking the construction of the Silk Road Economic Belt as the background, this paper proposed the ways to promote the development of eco-tourism resources in Xin- jiang from strengthening the ecotourism planning, speeding up the construction
