摘 要:本文综合运用文献研究、博弈论等方法对生态效益补偿理论依据、生态效益补偿标准、生态效益补偿实施机制等问题进行了研究。研究发现,当前的生态效益补偿理论依据尽管从不同角度论证了生态效益补偿的必要性,但其实存在逻辑误区。公共物品补偿的合理逻辑应是"公共物品利润补差",这也是生态效益补偿的合理理论依据。在生态效益补偿标准方面,当前的研究成果也存在明显不足,需要确立"利润补差+公众诉求"新标准,既要参考该生态产品市场、社会回报的差额,也要参考社会公众对该生态产品的诉求程度。在生态效益补偿实施机制方面,需要在生态效益补偿标准确定机制、政府公平负担机制与总量控制模式等方面作出新的思考,并拓展生态效益补偿资金的筹集渠道。This paper studies the theoretical basis of ecological benefit compensation theory,ecological benefit compensation standard and ecological benefit compensation implementation mechanism by means of literature research and game theory. It is found that the current ecological benefit compensation theory proves the necessity of ecological benefit compensation from different angles,but there are some logical mistakes. The reasonable logic of public goods compensation should be"public goods profit compensation",which is the reasonable theoretical basis of ecological benefit compensation. In terms of ecological benefit compensation standard,the current research results also obviously deficiencies,and need to establish new standards of "profit compensation + public appeal". It is necessary to refer the profit compensation of the ecological products from the market and social,and also the public's appeal. On the ecological benefit compensation mechanism,it is necessary to make new thinking on the mechanism of ecological benefit compensation standard,government fair burden mechanism and total control mode,and expand ecological benefit compensation fund raising channel.
