摘  要:为提高铁路突发事件应急处置能力,"路地"双方需要密切配合、高效协作,建立良好的"路地"协调机制和相关制度。从应急管理的整个过程出发,构建全生命周期的"路地"协调联动机制效能评估指标体系,利用改进层次分析法与云模型相结合,综合运用逆向云发生器,集结不同专家意见,对"路地"协调联动机制进行评估,以有效挖掘"路地"协调联动机制的薄弱环节,为进一步完善"路地"协调联动机制,提高铁路应急管理水平提供理论参考。In order to enhance the capability for responding railway emergencies, it requires close cooperation and efficient collaboration between the railway sector and the local governments, and it is necessary to establish a well-coordinated mechanism and other related systems between the railway and the local governments. The effectiveness evaluation index system for the whole life cycle of railway and local government coordinated mechanism is constructed from the whole process of emergency management. On this basis, the comprehensive evaluation for coordination effectiveness of railway and local government is realized through combing improved analytic hierarchy process and cloud model, using comprehensively backward cloud generator, and aggregating opinions of different experts. This method can effectively excavate the weak links of coordinated mechanism of railway and local government, and it provides a theoretical reference for the improvement of the railway emergency management level and the coordinated mechanism of railway and local government.
