摘　　要：小中甸水利枢纽具有准公益性的特性。阐述了小中甸水利枢纽开发采取政企合作模式的必要性和优势,指出政企合作模式可顺利推进工程建设并实施有效管控,对高寒地区水利项目开发尤其是淹没面积较大、移民数量较多的流域龙头水库建设有参考意义。Being a quasi-public welfare project, Xiaozhongdian Multipurpose Project has the advantages of establishing government-enterprises partnership that is critical for ensuring the smooth implementation and effective control of the project. It has reference value for the construction of reservoirs which have large sub-merged areas and resettlement population in high-cold regions.
