论索尔兹伯里对英属印度农民政策的影响

摘　　要：作为保守党政治家,索尔兹伯里主张对殖民地实行温和的帝国主义政策,在确保英帝国根本利益的前提下,适度发展殖民地社会经济。面对19世纪中期印度民族的反抗、觉醒浪潮,索尔兹伯里在担任印度事务大臣期间,积极建议推行救灾防荒、改革租佃法、建立官方借贷机构、规范农村借贷市场等政策措施,有助于缓和印度农民与殖民统治的尖锐矛盾,也奠定此后英国对印度农民问题的政策基调。在印度农业政策改革史上,索尔兹伯里功不可没。As a reluctant imperialist,Lord Salisbury insisted to carry out some policies to help to the social and economic development of British colonies on the circumstance of ensuring British interest.In the middle of 19 century,India people began to awaken again and opposed British colonial rule.When Lord Salisbury took up the post of secretary of state for India,he advised affirmatively to implement some precautionary measures in India to moderate the relationship between Britain and India,such as taking precautions against famine,reforming tenancy law,establishing official land bank and so on.Such advice has laid a foundation for British and Indian government to solve the problem of Indian peasant.Lord Salisbury played an important role in the reform history of Indian agricultural policy.
