基于四种不同类型医联体模式的SWOT分析

摘　　要：总结分析城市医疗集团、县域医共体、跨区域专科联盟及远程医疗协作网这四种医联体模式的相关学术成果,通过SWOT分析得出如下结论:发挥城市医疗集团中资源整合、核心医院与成员医院长短互补的优势,克服集团内部体制不完善、经济利益对立的问题,利用国家政策与患者就医观念改变的机会,化解无序就医的威胁;发挥县域医共体中突破利益壁垒的掣肘,实行对口帮扶的优势,克服基层医疗队伍不稳定的问题;利用"上转下行"资源方便调配的机会,化解配套政策缺失的威胁;发挥跨区域专科联盟中专业技术强、互利共赢平台的优势,克服专科系统松散和资源缺乏的威胁;利用专科联盟新型就医链的机会,化解专科联盟主动性、规范性、体系性弱的威胁;发挥远程医疗协作网突破地域、减少患者开支的优势,克服成本较高和检查结果认定困难的问题;利用国家政策支持的优势,化解远程医疗合作网络法规不健全的威胁。It summarizes and analyzes related academic achievements of four type models of medical alliance medical models,such as urban medical group,county medical community,cross-regional special medical alliance and tele-medicine cooperation network. Through SWOT analysis,works out conclusions as follow. Exert the advantage of resources integration in city medical groups and the complementarity between core hospitals and member hospitals. Overcome the imperfect of group internal system and opposite of economic interests. Take the opportunity of national policies and patients＇ idea change on disease to resolve the threat of disorderly medical treatment. Breakthrough constraints of interests barriers by playing county medical community. Implement the advantages of counterpart assistance. Overcome instability of grassroots medical teams. Take the opportunity of resources deployment to resolve the threat of lacking supporting policies. Play the advantage of strong professional skill and win-win platform in cross-regional special medical alliance. Overcome the threat of loose special system and resources lacking. Take the opportunity of resources deployment of new type hospital chain of special medical alliance to resolve the threat of initiative,normative and weak system. Breakthrough regional advantage by playing tele-medicine cooperation network,and reduce the expenditure of patients. Overcome the problems of high cost and difficult examination results. Take the advantage of national supporting policies to resolve the threat of unsound regulation in tele-medicine cooperation network.
