北疆县域耕地价值动态变化问题研究——以布尔津县为例

摘　　要：在耕地流转价格不合理和征地补偿标准较低的双重背景下,准确评估耕地资源的价值对于保护耕地资源、促进农业生产及制定合理的补偿流转价格具有重要的理论和现实意义。以研究北疆县域耕地价值动态变化为目的,采用收益还原法、替代法、开垦费用法、碳税法及工业制氧法对布尔津县耕地经济、社会及生态价值进行评估。结果表明,近10 a来布尔津县耕地价值总量总体处于上升状态,社会价值在耕地总价值中占75%,其中,社会保障价值占90%,社会稳定价值占10%;生态价值占15%;经济价值占10%。此外,从2007—2015年布尔津县耕地价值动态变化中可以看出,近10 a来布尔津县耕地价值总量总体处于上升状态。评价结果证明,北疆县域在耕地流转和征地补偿过程中,只注重其经济价值,忽视社会价值和生态价值是不科学的,应当全面测算耕地的价值量,立足实际调高流转及补偿价格标准,并对该标准进行逐年更新。Under the dual background of unreasonable price of cultivated land transfer and low compensation standard, it is of great theoretical and practical significance to accurately evaluate the value of cultivated land resources for the protection of cultivated land resources, promoting agricultural production and establish reasonable compensation transfer price. The purpose of this paper is to study the dynamic change of cultivated land value in northern Xinjiang county. The economic, social and ecological values of the cultivated land in Burgin county are evaluated by income capitalization method, substitution method, reclamation fees method, the method of carbon tax and industrial oxygen production. The results show that in recent 10 years, the total value of cultivated land in Burgin county has been in a rising state, social value is accounting for 70% of the total value of cultivated land, the value of social security accounts 90% and social stability accounts 10% of social value. Ecological value is account for 15% of the total value and economic value is account for 10%. In addition, it can be seen from the dynamic change that cultivated land value from 2007 to 2015 has been rising in the last 10 years. The evaluation results show that it is not scientific to pay attention to the economic value and neglect the social value and ecological value in the process of farmland transfer and land requisition compensation of Xinjang northern county. It is necessary to calculate the value of cultivated land in a comprehensive way, based on the actual to adjust the standard of circulation and compensation, formulate a higher standard and updated it year by year.
