摘　　要：针对测调管理工作遇到的现实问题和管理瓶颈,通过总结管理中的创新做法和先进经验,创造性地提出了"3×3"精细测调标准化管控模式。在管理模式中,将"文化引领、过程控制和管理创新"三大管控体系与"人员、设备和资料"三大运行体系建立起交叉式管理,使其相互依存又相互监控。在运行方式上,通过突出文化引领、推行三全精细管理、推广班组量化管理等多种形式,实现了系统运行中的"传、练、考"三者的充分融合,使测调管理工作层级化、信息化、高效化,进一步提升了测调工作的精细化管理能力,从而有效增强了员工的标准化意识。In view of the practical problems and management bottlenecks in the testing and adjustment management of layered water injection and adjustment, a standardized management and control mode of ＂3×3＂ is proposed by summarizing the innovative methods and advanced experiences in management. In the management mode, the intersecting management between 3 major management systems of ＂cultural guidance, process control and management innovation＂ and three operation systems of ＂personnel, equipment and information＂ is established, which makes them mutually dependent and mutual control. In the operation mode, the full integration of the ＂teaching, practicing and examining＂ is realized through stressing cultural guidance, implementing three full fine management,and promoting quantitative management of teams and groups, which makes the testing and adjustment management work hierarchical,informational and efficient, thus further improves the efficiency of the testing and adjustment management work, and effectively enhance the standardization awareness of staff.
