摘　　要：河北作为首批环境执法垂直管理体制改革试点省份,取得了初步成效,但也存在着诸如基层力量薄弱、环境信访处理与权利救济不足、基层执法人员素质有待提高等问题。针对这些问题,笔者提出了以立法明确权责划分、明确县级环境保护管理机构的地位、增强环境监察人员素质以及建立激励考核机制的法律对策。Hebei, as the pilot province for the first batch of reforms of the environmental law enforcement vertical management system, has achieved initial results, but there are also problems such as weak grassroots power, inadequate handling of environmental letters and visits and lack of rights relief, and the need to improve the quality of grassroots law enforcement personnel. In response to these problems, the author proposed to clarify the rights and responsibilities of the legislation, define the status of county-level environmental protection management agencies, enhance the quality of environmental monitoring personnel, and establish incentive assessment mechanisms and other legal countermeasures.
